Switch to `twine check` in tox testenv:dist

Switch to `twine check` in tox testenv:dist

As of twine 1.12.0 we can now replace `setup.py check ...` with
`twine check` as a more standard approach to validating the markup
of description text in packages (and potentially other aspects of
package metadata in the future).
