Switch to passlib.PasswordHash.hash

Starting with passlib 1.7 the PasswordHash.encrypt() method has been
renamed to PasswordHash.hash() for clarity, and the old name
deprecated. Use the new name and update our minimum passlib
dependency version accordingly.
