Add a generic tox env for sdist generation et al

Add a testenv:venv environment to the tox.ini as a convenience for
things like sdist/wheel building or generating documentation. Also
add the autogenerated files from running setup.py sdist and
bdist_wheel commands to the .gitignore file.
